What it means
The Valuation Office Agency periodically revalues non-domestic property, and rateable values change accordingly, with transitional arrangements phasing large increases.
Why it matters
It can move a significant fixed cost materially in either direction, and the window to challenge is defined.
What it looks like in practice
The process is Check, Challenge, Appeal. Each stage has evidence requirements and deadlines, and it starts with confirming the facts the VOA holds about the property.
What to watch out for
Rates agents cold-calling with contingent-fee offers. Some are legitimate; the checking stage is free and you can do it yourself.
