What it means

This is the practical half of tendering: how bids are scored and what separates winners.

Why it matters

Public procurement scoring is mechanical. A better proposal scored against the wrong criteria loses to a worse one scored against the right ones.

What it looks like in practice

Read the evaluation criteria and the weightings first, and answer them literally, in their order, in their words.\n\nBuild a reusable library: policies, accounts, insurance certificates, case studies, method statements, and ISO or Cyber Essentials certificates.\n\nAsk clarification questions early — answers are usually published to all bidders.

What to watch out for

Bidding for everything. Bid cost is real, and a low win rate usually means poor qualification rather than poor writing.\n\nAnd winning at a price you cannot deliver, which on a framework is a long commitment.
