Looked-after children and school moves

Changing school while in care. Priority, and a duty to avoid it where possible.

What it is

Children in care have top priority in every school's oversubscription criteria and admission authorities must admit them even where a school is full, outside the normal round.

Looked-after children and, for admission priority, previously looked-after children.

How it works

Statutory guidance says children in care should not change school mid-year, and particularly not in years 10 and 11, unless it is clearly in their interests.

The Virtual School Head is responsible for promoting educational achievement and should be involved in any placement decision.

What you can ask for

Contact the Virtual School Head directly. Carers often do not know the role exists and it has real authority.

Ask for the personal education plan to be updated before any move, not after.

Ask about transport funding to keep a child in their existing school if the care placement moves. It is frequently available and rarely offered.
